I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />II <br /> <br />inherent challenges of a smaller city in recruiting and retaining a more strategically-minded <br />individual for their IT management. <br /> <br />We recommend that Ramsey create an internal IT steering committee of four to seven <br />individuals chosen from various departments to reflect the broad needs of the City. This <br />group should meet regularly, at least monthly, to jointly collaborate with the designated <br />contract CIO. <br /> <br />Operational Systems <br /> <br />The City of Ramsey currently has a contract in place with NetMark, a provider of desktop <br />and network support services. Under the terms of this agreement, NetMark provides the <br />City with scheduled site visits to perform any requested maintenance activities as directed by <br />the staff. Unfortunately, based on our interviews, we found that NetMark does not appear'to <br />provide any added value to Ramsey in terms of proactive maintenance or system planning. <br />In addition, there seems to be a general sense that service from NetMark has declined in <br />recent years.. We believe that' given Ramsey's growth, a higher level of support and service <br />will be required <br /> <br />We recommend that Ramsey further investigate the hiring of a full-time information <br />technology professional with a primary focus on the areas of desktop and network support <br />and with good user support skills. <br /> <br />As an alternative to hiring a full-time individual, we recommend retaining LOGIS to provide <br />desktop and network support services. Although these services were not offered by LOGIS <br />several years ago, they do provide this level of support to several of their member cities now. <br />A defined service level agreement should be created fo!' this relationship that addresses: <br /> <br />· Preventative system maintenance . <br />· Scheduled on-site support visits <br />· Telephone support <br />· Ideally hardware procurement, installation and rotation support. <br /> <br />We recommend that Ramsey fully define the roles and responsibilities of LOGIS and <br />Netmark. <br /> <br />We recommend that Ramsey rely on LOGIS to help them best define the roles and <br />responsibilities of the various individuals and organizations to proVide IT services. <br /> <br />Disaster Recovery Planning <br /> <br />We recommend that the City of Ramsey formally develop a disaster recovery plan that <br />includes offsite document storage, or minimally a facility upgrade to enhance security and <br />environmentally protection. <br /> <br />-291- <br /> <br /> <br />
