Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #11- XX -XXX <br />JOINT RESOLUTION OF THE CITIES OF ANDOVER, ANOKA AND RAMSEY, <br />REQUESTING ANOKA COUNTY TO CONSIDER A STUDY OF ROADWAY DESIGN <br />OPTIONS TO OPTIMIZE BUSINESS OPPORTUNITIES, WHILE MAINTAINING <br />REASONABLE TRAFFIC SAFETY STANDARDS <br />WHEREAS, the cities of Andover, Anoka and Ramsey have an interest in maintaining a <br />reasonable safety standard of construction for all roads within their respective communities, and <br />WHEREAS, the cities of Andover, Anoka and Ramsey have cooperated with Anoka <br />County in the past to construct miles of public roads and road related improvements that serve <br />the needs of the public for a safe and reliable road transportation system, and <br />WHEREAS, the cities of Andover, Anoka and Ramsey share a mutual interest of <br />creating an environment for economic prosperity, maintaining property values, and sustaining <br />local business, and <br />WHEREAS, the cities of Andover, Anoka and Ramsey wish to cooperate with Anoka <br />County to explore road design options that optimize business opportunities and maintain <br />property values, while maintaining a reasonable safety standard for the traveling public, and <br />WHEREAS, the cities of Andover, Anoka and Ramsey believe that it is important to <br />review current roadway design standards as they relate to the impact on, and access to, local <br />businesses, and <br />WHEREAS, the cities of Andover, Anoka and Ramsey all have properties near County <br />intersections that are impacted by Anoka County's design and access control decisions, and <br />WHEREAS, the cities of Andover, Anoka and Ramsey believe that access to <br />commercial property should be reviewed to determine what, if any, improvements could be made <br />to create an environment for economic prosperity, to improve property values, and to sustain <br />local business. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCILS OF THE CITY OF <br />ANDOVER, THE CITY OF ANOKA AND THE CITY OF RAMSEY, ANOKA COUNTY, <br />STATE OF MINNESOTA, as follows: <br />1. That the cities of Andover, Anoka and Ramsey hereby request that Anoka County <br />conduct a study of road design options that optimize business opportunities, while <br />maintaining a reasonable traffic safety standards for the traveling public, and <br />2. That the cities of Andover, Anoka and Ramsey request that Anoka County consider a <br />county -wide road design policy that takes into account the interests of local communities <br />Page 1 of 2 <br />
