Background: <br />Each year, City Council makes appointments to their various subcommittees, with commissions <br />and boards also expected to appoint a Chair and Vice -Chair for their respective entity. <br />Observations: <br />Nominate Chair and Vice -Chair of the Park and Recreation Commission <br />By: Mark Riverblood, Parks Supervisor <br />CASE #2 <br />The purpose of this case is to establish the Commission's Chair and Vice -Chair for the first part <br />of 2011. In terms of process, staff proposes nominations for these two seats by paper `ballots' <br />from each Commissioner. Staff then would announce the nominations — with a subsequent paper <br />vote by the Commissioners, also administered in the same manner. <br />While there is a vacancy on the Commission due to Vice -Chair Backous being elected to City <br />Council, it is unlikely that a newly appointed Commissioner (which may take a few months) <br />would be nominated and supported to serve as Vice -Chair without some experience serving on <br />the Park and Recreation Commission — therefore it seems appropriate to move forward at this <br />time with Commission selection of both Chair and Vice - Chair. <br />Most recently, the Terms of Boards and Commission have been changed from that of a calendar <br />year, to April 1s through March 31s of the respective year(s). So for the nominations being <br />discussed in this case, the positions should be considered to be valid until the April regular <br />Commission meeting, at which time the Commission may address the positions for April 2011 to <br />March 2012. <br />Commission Action: <br />Appoint Chair, and Vice Chair of the Park and Recreation Commission <br />through March 31s 2011. <br />Reviewed by: <br />Director of Public Works/Principal City Engineer <br />Human Resources Representative <br />P &R: 01/13/11 <br />
