of 149th Ave. Staffneeds clarification on the status of the large lot in the northeast part of the property <br />shown in the sketch plan. The applicant has indicated that this area is an exception to the plat, but City <br />records do not show it as a separate lot. <br /> <br />The development proposes three access points onto the existing roadway system. Two accesses are <br />proposed on CR 116. The eastern access onto CR 116 is a public street and appears to be well located. <br />The western access onto CR 116 is proposed to be a private street. This access is not acceptable as <br />proposed. The City has an agreement with Anoka County to limit the number of total (public and <br />private) access points to six between CR 56 (Ramsey Blvd.) and CR 83 (Armstrong Blvd). A second <br />western entrance to this development from CR 116 is permissible, however, it must be extended to the <br />western boundary of the plat so that good public access is available to the parcel to the west. <br /> <br />One access is proposed onto CR 56, a distance of 420 feet south of 149th Ave. It is in the public <br />interest to minimize the number of accesses on the County trunk highway system. Therefore, staff <br />recommends that this access be eliminated. Staff suggests that the new roadway connect to 149t~ Ave. <br />at the Peridot St. intersection. <br /> <br />The development is proposed to be develoPed in three phases. The townhouse area immediately <br />adjacent to the wetland will be developed first with 100 residential units and the western part and the <br />northeastern part developed at a later date. (See attached drawing showing phasing of project). <br /> <br />Permits from the Lower Rum River Water Management Organization will need to be obtained for the <br />wetland filling and stormwater management activities. <br /> <br />City ordinances calls for sidewalk to be installed on all roads except cul-de-sacs. 'The concept plan <br />does not show any sidewalks. <br /> <br />Site Plan Review of the townhomes will be done at the same time as the rezoning and plat review is <br />being conducted.
