The sketch plan consists of one (1) sheet dated June 12, 2001 and <br />prepared by Pioneer Engineering. We offer the following comments: <br /> <br />General: The subject property is 44.16 acres in size and is generally located north of Anoka <br />County Road 116 and west of Ramsey Blvd (CR 56). The sketch plan presented proposes to <br />develop the property with 268 townhouse units and 7 single family lots for a total of 275 housing <br />units. In addition to a platting, rezoning to a P.U.D., and Comprehensive Plan Amendment, the <br />townhomes will be subject to a site plan review for all other aspects of the proposal including but <br />not limited to architectural standards, off-street parking, structure setbacks, and landscaping. <br /> <br />Zoning: The subject property is zoned I, Industrial. As part of the development proposal, the <br />property is planned to be rezoned to P.U.D. <br /> <br />DensiW: The subject property is 44.16 acres and overall has a net density (excluding the wetlands) <br />of 7.11 units per acre. The March 2001 Draft Comprehensive Plan shows approximately 25.58 <br />net acres on your property being in a Medium Density Residential Area and approximately 16.28 <br />net acres being in the Low Density Residential Area. The total number of housing units allowed <br />per the March 2001 Draft Comprehensive Plan would be 227 housing units ( 244 units with a <br />P.U.D.). The sketch plan shows 275 residential housing units on the property. The proposed <br />development exceeds the planned density as proposed in the March 2001 Draft Comprehensive <br />Plan. The sketch plan shall be modified accordingly and be in conformance with the density <br />proposed for the property in the March 2001 Draft Comprehensive Plan before it can be fully <br />considered by the City. Please be reminded that the draft Comprehensive Plan has not been <br />adopted at this time and delays in approvals for your project may occur while the City considers <br />adopting the Comprehensive Plan. <br /> <br />Streets: The development proposes three access points onto the existing roadway system. Two <br />accesses are proposed on CR 116. The eastern access onto CR 116 is a public street and appears <br />to be well located. The western access onto CR 116 is proposed to be a private street. This access <br />is not acceptable as proposed. The City has an agreement with Anoka County to limit the number <br />of total (public and private) access points to six between CR 56 (Ramsey Blvd.) and CR 83 <br /> <br /> <br />
