P.W. CASE #: <br /> <br />DISCUSSION OF AREA SOUTH OF CITY HALL <br /> By: Brian E. Olson, CitY Engineer <br /> <br />Background: <br /> <br />You may recall that at the January 23; 200i City Council meeting, Dave and Betty Pehlke appeared <br />before the City Council to request the rezoning of the southern portion of their property to create two <br />urban-size lots. <br /> <br />On March 20, 2001, the Public Works Committee heard a case regarding the Pehlke's and their <br />proposed subdivision as it related to development of the vacant parcel of land to the west of the <br />Pehlke's and drainage problems to the east. Staff requested a 30-day extension that was agreed to by <br />the Pehlke's. <br /> <br />On April 24, 2001, the City Council had a case presented that included a letter of understanding that <br />was signed by the Pehlke's. This letter of understanding was meant to not hold up the lot split so that a <br />building permit could be issued. The City Council approved the zoning-request, contingent upon an <br />agreement between the Pehlke's and the City of Ramsey. Said agreement to be approved by the City <br />Council at a later date. Staff requested a 60-day extension to work out the details. <br /> <br />Observations: <br /> <br />The purpose of this case is to provide an update of the situation and obtain some direction from the <br />Committee to proceed with this case. <br /> <br />Staff has identified the problems in the area and have included a map of these problems with this case. <br />The attached map was presented to the City Council in a previous Weekly Update and illustrates the <br />potential connections that could be made for the enhancement of the street, sewer and water systems. <br /> <br />We have also more clearly defined the needs of the easements on the Pehlke property to <br />comprehensively resolve these problems. Attached to this case is a map of the potential use of the <br />vacant land south of City Hall and west of the Pehlke's. For this potential development to occur, <br />sewer, water and street would need to be extended to accommodate the urban size lots. A 66-foot <br />right-of-way would be required through their property to extend the street, sewer and water as well as <br />a drainage easement directly east of the most northerly lots in the Pondvale Estates subdivision. <br /> <br />The other issue that has arisen out of the discussions with the Pehlke's and neighbors of the area is the <br />extension of street, sanitary and storm sewer, and water throughout the area.
