PW CASE <br /> <br />STREET SWEEPING IN PRIVATE DEVELOPMENTS <br /> By: Grant Riemer, Public Works Supervisor <br /> <br />Background: <br /> <br />As part of routine street maintenance, City streets are swept twice yearly, normally spring <br />and fall, to remove sand and debris before it can enter the underground storm water <br />system. Removal of this material once it has migrated underground is approximately four <br />times more expensive that removing it from the surface. <br /> <br />Part of the storm water system services private developments, yet is maintained at a cost <br />to the general public. If the private developments do not include street sweeping as part <br />of their annual maintenance routine, the additional maintenance costs will eventually be <br />passed on to the general public. <br /> <br />Recommendation: <br /> <br />Staff recommends private developments be required to sweep streets and parking areas, <br />spring and fall, to help prevent sand and debris from entering the underground storm <br />water system. The developer can choose to contact and hire contractors to accomplish <br />the sweeping or may use the City's sweeping contractor and be billed at the contractor's <br />hourly rate. A dump truck would also be needed to remove material that is swept up. If <br />the Public Works Committee agrees with staff, an ordinance would be drafted to require <br />private developments to sweep streets and parking areas. <br /> <br />Committee Action: <br /> <br />Motion to recommend Council authorize staff to draft an ordinance requiring sweeping of <br />private developments. <br /> <br />Reviewed by: <br /> <br />Public Works Supervisor <br />Director of Public Works <br /> <br />PW: 06/18/01 <br /> <br />15 <br /> <br /> <br />
