PW CASE

STREET SWEEPING IN PRIVATE DEVELOPMENTS
By: Grant Riemer, Public Works Supervisor

Background:

As part of routine street maintenance, City streets are swept twice yearly, normally spring
and fall, to remove sand and debris before it can enter the underground storm water
system. Removal of this material once it has migrated underground is approximately four
times more expensive that removing it from the surface.

Part of the storm water system services private developments, yet is maintained at a cost
to the general public. If the private developments do not include street sweeping as part
of their annual maintenance routine, the additional maintenance costs will eventually be
passed on to the general public.

Recommendation:

Staff recommends private developments be required to sweep streets and parking areas,
spring and fall, to help prevent sand and debris from entering the underground storm
water system. The developer can choose to contact and hire contractors to accomplish
the sweeping or may use the City's sweeping contractor and be billed at the contractor's
hourly rate. A dump truck would also be needed to remove material that is swept up. If
the Public Works Committee agrees with staff, an ordinance would be drafted to require
private developments to sweep streets and parking areas.

Committee Action:

Motion to recommend Council authorize staff to draft an ordinance requiring sweeping of
private developments.

Reviewed by:

Public Works Supervisor
Director of Public Works

PW: 06/18/01

15
