P.W. CASE #: t~ <br /> <br /> REQUEST BY RESIDENT TO INSTALL A THREE-WAY STOP SIGN AT 146TM <br /> AVENUE N,W./IODINE STREET NW <br /> By: Brian E. Olson, City Engineer <br />Background: <br /> <br />It was brought to our attention by a resident of the Wood Pond Hills subdivision that a sight restricted <br />intersection exists on 146th Avenue NW and Iodine Street. There is also a bus pickup for school children <br />at the intersection which leads to more uncertainty. <br /> <br />Staff visited the site and performed a speed and volume count near the intersection to check if volume <br />would warrant the placement of an all-way stop sign. The results of the speed and volume indicate an <br />average speed of 23 mph and approximately 500 vehicles per day on Iodine Street. <br /> <br />Observation: <br /> <br />With the amount of information presented above, it is not possible to determine whether a three-way stop <br />condition would be warranted under the volume criteria cited in the manual but it is highly unlikely.based <br />on the information provided by the speed trailer. Placement of stop signs require meeting warrants which <br />are defined in the manual of Uniform Traffic Control Devices unless a "combination of high speed, <br />restricted view, and serious accident record indicate a need for control by the STOP sign." <br /> <br />Staff did also visit the intersection to check on sight visibility issues. Attached to this case is drawing of <br />the intersection with the profile of Iodine Street NW. It appears that the intersection does have sight <br />restrictions due to it being on the crest of a hill and Staff would recommend placing a STOP sign on the <br />Iodine Street NW leg of the intersection. Staff would also recommend the installation of advanced <br />warning for the east and westbound motorists to let them know of a blind intersection ahead by the <br />placing of signs resembling the sign (W2-2) on the attached page from the MUTCD. <br /> <br />Further Staff has contacted the school district to talk about the possibility of moving the bus pick to <br />another area due to the concerns expressed combined with the sight restrictions at this intersection. We <br />hope to have heard from them by the meeting and will report on the conversation. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation that a stop sign be placed on Iodine Street and Would also <br />recommend the installation of advanced warning for the east and westbound motorists to let them <br />know of a blind intersection ahead by the placing of signs resembling the sign (W2-2) on the <br />attached page from the MUTCD. <br /> <br />Committee Action: <br /> <br />Based on discussion. <br /> <br />Review by: <br /> <br />Public Works Director <br /> <br />P.W. 06/18/01 <br /> <br />5 <br /> <br /> <br />
