CASE # <br /> <br />CITY CHARTER AMENDMENT TO CHAPTER 5, SECTION 5.3 DEALING WITH <br />PETITION SUFFICIENCY FOR INITIATIVE, REFERENDUM AND RECALL <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />Following the July 19, 2001, Charter Commission meeting, Commissioner Brian Swanson <br />requested that the Commission consider minimum requirement of petition signatures in order for <br />an election of initiative, referendum or recall is to tkke place. Currently, Section 5.3 requires that <br />at least 10% of a total number of registered voters at the time of the last city-wide election, is <br />necessary in order to bring about an initiative or referendum election and that 20% of the total <br />number of voters at the time of the last city-wide election necessary for a recall election.
