CHARTER CASE # <br /> <br />CONSIDER 2000 ELECTION ADVISORY QUESTION, DEALING WITH MAJORITY <br />TURNOVER EVERY TWO YEARS <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />Staff received a request from Mr. Terry Hendriksen, representing the Ramsey Residents for <br />Responsible Government, to be placed on the Charter Commission agenda. Staff understands <br />that Mr. Hendriksen intends to discuss the 2000 Election advisory question dealing with the <br />majority turnover every two years issue. Mr. Hendriksen stated that he wishes to discuss <br />"previous election results, the implications, and an alternative Charter amendment". <br /> <br />The Charter Commission may recall that the City Attorney provided legal advise during the <br />Commission meeting of July 19, 2001, that State. Statute permits a Mayor's term to be either a <br />two or four year term, but a Councilmember's term can only be a four-year term. The City <br />Attorney noted that the only method to allow a majority turnover every two years would be for <br />the Mayor's term to be changed back from a four-year term to a two-year term. It was also noted <br />during the Commission meeting of July 19, that a Charter amendment passed in 1996 changing <br />the Mayor's term from a two-year term to a four-year term.
