Case #2: <br /> <br />Charter Vacancy Applicants and State Statutes Dealing with the Process of <br />Appointing Charter Commissioners <br /> <br />City Attorney Goodrich stated that four of the Charter Commissioners whose terms are up are <br />ineligible for reappointment. Commissioner Vogt is eligible for reappointment and has indicated <br />an interest in being reappointed. With regard to the vacancies, the Chief Judge of the l0th <br />District appoints members unless he defaults, then it is up to the City Council. This year, staff <br />wants to make the Chief Judge aware and we wilI advise him of that. Under State Statute, <br />anybody can apply to the Chief Judge to be on the Charter as long as they are a resident of the <br />City and of legal age. The Charter Commission can interview applicants and then make a <br />recommendation to the Judge.. We need to tell everyone that they can apply directly to the judge <br />though even if they are not recommended by the 'Commission. <br /> <br />Commissioner LaMere asked if the Commission could seek an opinion from the Chief Judge. Is <br />it worth going through the interview process. <br /> <br />Mr. Goodrich stated he would ask the Chief Judge if he is interested in recommendations of the <br />Charter. <br /> <br />Chairperson Kiefer stated he would like to put together a questionnaire to send to applicants and <br />he would also like to be involved with the interview process. <br /> <br />Connnissioner Vogt stated he, too, is interested in a questionnaire to narrow down the applicants. <br />He suggested having three people rather than two people do the interviews. <br /> <br />Commissioner Henke stated she would like to have at least five people interviewing. <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Childs to recommend <br />reappointment of Commissioner Timothy Vogt, noting that he has been and continues to be a <br />good member on the Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Kiefer, Commissioners Donovan, Childs, Henke, <br />LaMere, Netzloff and Vogt. Voting No: None. Absent: Commissioners Rosenow and Spain <br />Brist. <br /> <br />Discussion ensued relating to who should be on the interviewing panel. A suggestion was made <br />that it should be the outgoing Commission members on the interviewing panel because they <br />would be more unbiased. <br /> <br />Commissioner Henke stated she is very interested in being on the interviewing panel. <br /> <br />Motion by Cor~issioner Vogt and seconded by Commissioner Childs to appoint the outgoihg <br />people, which would be Keith Kiefer, Dennis Donovan and Richard Netzloff to interview the <br />applicants to fill the four remaining vacancies on the Charter Commission. <br /> <br />Charter Commission- February I5, 2001 <br /> Page 10 of 12 <br /> <br /> <br />
