Chairperson tGefer stated that it would be four with the Mayor being elected if one is a two-year <br />term. <br /> <br />Commissioner Childs stated that if one seat needs to be a two-year term for the first election, <br />then would it be a four-year with the next election or would we keep it a permanent two-year <br />term. <br /> <br />Chairperson Kiefer asked if the Commission should move forward and draft language to <br />incorporate turning the majority over on a presidential year. <br /> <br />Commissioner Childs stated that we need to pay attention to whether or not two-year terms <br />should be permanent. <br /> <br />Discussion ensued relating to how the two-year term would be handled - voted in as a two-year, <br />lowest vote "getter" is a two-year, etc. <br /> <br />Councilmember Hendriksen felt that a two-year seat is a great idea - if you have an actual seat to <br />run for. <br /> <br />lvlr. Kurak stated that on this two-year term, it sounds perfect for a beginning. Eventually we <br />will have a ward system and that two-year term should be rotated. <br /> <br />Mr. Norman stated that the ward system does ttzrow a "clink" into that - that's a problem as well. <br /> <br />Commissioner Childs stated that we have to make a decision on how we are structured now. <br /> <br />Mr. Cook stated that what's happening right now is that Mr. Child's system should work. If the <br />City goes to a ward system, he would suggest going to a standard two-year term and that would <br />be at large. They would know when they are running for the seat that it is a two-year term. <br /> <br />Mr. Goodrich stated that he checked with Bloomington, Blaine and Brooklyn Park and none of <br />them have a two-year term. They have four members elected in the presidential year and ttzree in <br />the off year. <br /> <br />Chairperson Kiefer noted that there is time to work on this issue. <br /> <br />Mr. Goodrich pointed out that to Change these terms, you will have to have a Charter <br />amendment. <br /> <br />Motion by Commissioner Childs and seconded by Commissioner LaMere to make the fourth <br />highest vote "g~tter" a two-year term for 2002 and then it's a four-year term thereafter until we- <br />make a change to the Charter to incorporate a majority turnover for a presidential election.
