Section 2.3. Council Composition and Election. <br /> <br />2.3.1. Mayor and Council. The council shall be composed of the mayor, <br />elected at-large, two councilmembers elected at-large, and four <br />councilmembers, each of whom shall be elected from a separate district as <br />established or amended pursuant to this charter. <br />The mayor and councilmembers shall be qualifed electors. <br />The councilmembers elected from a district must be a resident of that <br />distriot and removal from that district shall cause a vacancy in the office <br />of councilmember from that district. <br />Except as hereinafter provided, five councilmembers shall serve for a term of <br />four years and until a successor is elected and qualifies and one <br />councilmember elected at-large shall serve for a term of two years and until <br />a successor is elected and qualifies. <br />The mayor shall serve for a term of four years and until a successor is <br />elected and qualifies. <br />The elections for the mayor and councilmembers shall be held as provided in <br />Subsections 2.3.3. and 2.3.4. hereof. <br /> <br />2.3.2. Districts. The city shall be divided into four separate districts. <br />The boundaries of such districts shall be determined by ordinance based upon <br />population as determined by the most recent federal decennial census. <br />An ordinance designating the boundaries of the City's election districts <br />shall be enacted within forty-five days after the state legislature has been <br />redistricted or by May 10 in the year ending in two, whichever comes first. <br />The district boundaries shall be such that the number of persons in the most <br />populous of the four districts does not exceed by more than five percent the <br />number of persons in the least populous of the four districts at the time of <br />redistricting. <br />The district boundaries shall be formed by the centerlines of an east-west <br />street and north-south street, and those centerlines extended. <br />Such street centerlines shall be nearest to imaginary east-west and north- <br />south lines which divide the population of the city into north-south and <br />east-west halves. <br />The centerline running east-west and dividing the population into a north and <br />south half shall be determined first and shall be continuous. <br />The centerlines dividing the population into east and west quarters shall be <br />determined subsequently, and need not be continuous. <br />The districts shall be known as: <br />District Number 1 shall be the southeast quadrant of the city, as determined <br />herein. <br />District Number 2 shall be the southwest quadrant of the city, as determined <br />herein. <br />(c) District Number 3 shall be the northwest quadrant of the city, as <br />determined herein. <br />(d) District Number 4 shall be the northeast quadrant of the city, as <br />determined herein. <br /> <br />2.3.3. Terms of Office. At the 2002 city election, there shall be elected <br />one councilmember each from Districts 1, 2 and 3 who shall serve four year <br />terms, and one councilmember at-large who shall serve a two year term. <br />At the 2004 city election, there shall be elected one councilmember from <br />District 4 who shall serve a four year term, one counc~lmember at-large who <br />shall serve a two year term, one councilmember who shall serve a four year <br />term, and the mayor who shall serve a four year term. <br />Thereafter, and except as provided in Subsection 2.3.4. hereof, there shall <br />be biennial city elections at which the majority of the City Council shall <br /> <br /> <br />
