WARDS <br /> (NOT requiring Council majority to be elected every two years) <br /> <br />Section 2.3. Council Composition and Election. <br /> <br />1. 2.3.1. Mayor and Council. The council shall be composed of the mayor, elected at4arge, <br /> two councilmembers elected at-large, and four councilmembers, each of whom shall be <br /> ejected from a separate district as established or amended pursuant to this charter. ~ <br /> The mayor and counci!members shall be qua!ifed electors. <br /> The councilmembers elected from a district must be a resident of that district but a change <br /> in district boundaries does not disqualify a councilmember from serving the remainder of <br /> a tenn. <br /> Except as hereinafter provided, councilmembers shall serve for a term of four years and <br /> until a successor is elected and qualifies. <br /> The mayor shall serve for a term of four years and until a successor is elected and qualifies. <br /> The elections for the mayor and councilmembers shall be held as provided in Subsection <br /> 2.3.3. <br /> <br />o <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br /> 2.3.2. Districts. The city shall be divided into four separate districts. <br /> <br /> The boundaries of such districts shall be determined by ordinance based upon population <br /> as determined by the most recent federal decennial census. <br /> <br /> An ordinance designating the boundaries of the City's election districts shall be enacted <br /> within forty-five days after the state legislature has been redistricted or by May 10 in the <br /> year ending in two, whichever comes first. <br /> <br /> The district boundaries shall be as' equal in population as practicable and each district <br /> shall be composed of compact contiguous territory. <br /> <br /> The district boundaries shall be formed by the centerlines of an east-west street and <br /> north-south street, and those centerlines extended. <br />'Such street centerlines shall be nearest to imaginary east-west and north-south lines <br />which divide the population of the city into north-south arid east-west halves. <br /> <br /> The centerline running east-west and dividing the population into a north and south half <br /> shall be determined first and shall be continuous. <br /> <br /> The centerlines dividing-the population into east and west quarters shall be determined <br /> subsequently, and need not be continuous. <br /> <br /> <br />
