CASE #2 <br /> <br /> SPECIAL ELECTION QUESTIONS <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />During the Charter Commission meeting of April 19, 2001, the Commission was approached by <br />citizens requesting a special election to consider Charter amendments and advisory questions. <br />The Commission agreed to consider the questions and forward the request for a special election <br />to the City Council. This case was going to be presented on May 9, 2001, however, because <br />there was no quorum present, the meeting was rescheduled to May 17. City Attorney Goodrich <br />passed around handouts the evening of the 9th, and I am including them with this agenda. (The <br />handouts are on the colored paper.) Attorney Goodrich revised the respective amendments <br />again from those which you had previously received as a handout. That information is included <br />in your packet on plain white paper. Mr. Goodrich will be present at the Charter Commission <br />meeting to review all language changes with you. <br /> <br />Special Election Questions: <br /> Charter Amendment Questi°ns <br /> Ward Question. Voters will be asked to consider the adoption of a ward system. <br /> Primary. Voters will be asked to consider adopting a primary for City elections <br /> at the time of the State-held primary. <br /> <br />Advisory Questions <br /> Town Center. Voters will be asked to consider their preference of a town center. <br /> Mississippi River Crossing. Voters will be asked to provide their preference to a <br /> Mississippi River crossing. <br /> Number of Ward Seats. Voters will be asked their preferences that if a ward <br /> system were to be approved, would the preference be for a four, five, or 6-ward <br /> division? <br /> Majority of Council Election Every Two Years. During the discussion on the <br /> April 19, 2001 Charter CommisSion meeting, it was' suggested that if a ward <br /> system were to be adopted, would it be necessary to compls/with the advisory <br /> question that was asked during the most recent November election. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br /> <br />City Attorney <br /> <br />Charter: 05/24/01 <br /> <br /> <br />
