discussion about by sending this on to Council and asking that a special election be held for <br />citizen input. <br /> <br />Commissioner Childs asked if the questions would all be advisory. <br /> <br />Chairperson Kiefer stated that #4 should be binding. <br /> <br />Mr. Norman felt that the question on primary elections could be binding also. One and two <br />could be advisory. <br /> <br />Attorney Goodrich stated that if the questions would be other than advisory, you can propose a <br />Charter amendment to the City Council. He would draft the language and bring it back to the <br />Commission. Once the Commission does that, it means there will be an election. <br /> <br />Chairperson Kiefer asked if we could draft language choosing one' of the three items on question <br />4 and still put question 4 on the ballot as an advisory and depending on that, we could change the <br />Charter. <br /> <br />Commissioner Henke read Question #4 and felt it was like a hat toss. <br /> <br />Mr. Goodrich stated that would be the purpose of education before election. <br /> <br />Motion by Chairperson Kiefer and seconded by Commissioner Childs to have City Attorney Bill <br />Goodrich draft language to include Question #4 (which ward system would you choose) and #5 <br />(City primary election) into the Charter. <br /> <br />Further discussion: It was noted that the Charter Commission would meet again to approve the <br />language. John Enstrom asked if there could be an article in the Ramsey Resident for an open <br />forum to explain the ward system. Commissioner Henke felt the Charter should' do that before <br />anything else. Mr. Hendriksen stated you want to narrow the field down before you get public <br />input. You could get more .suggestions. Sandra Bertzyk, resident, stated, that you have nine <br />people talking for three years about this same subject, you need to trust this group of nine people. <br />Commissioner Henke responded that nine people do not know what people want; public <br />Hearings are necessary. Commissioner Vogt stated that public hearings will add more cost. <br />Discussion ensued relating to the small window of time to get this done. <br /> <br />Motion carried. Voting Yes: Chairperson Kiefer, Commissioners Childs, Netzloff and Vogt. <br />Voting No: Commissioner Henke. Absent: Commissioners Donovan, LaMere and Spain Brist. <br /> <br />Motion by Chairperson Kiefer and seconded by Commissioner Vogt to recommend to City <br />Council that they place the following advisory questions on a ballot as advisory; Question #1 <br />(Mississippi River Bridge crossing), Question #2 (Town Center, etc.) and Question #6 (If a ward <br />system is approved, is it still necessary to turn over the majority of the City Council every <br />election). <br /> <br />Charter Commission - April 19, 2001 <br /> Page 7 of 9 <br /> <br /> <br />
