CC CASE: <br /> <br />PUBLIC HEARING TO CONSIDER IMPROVEMENT PROJECT 02-20, <br />HELIUM ST NW SEWER WATER AND STREETS <br />By: Brian E. Olson, Assistant Director of Public Works/Principal City Engineer <br /> <br />Background: <br /> <br />Enclosed is a feasibility study for proposed Improvement Project 02-20, Helium St Streets and <br />Utilities. The streets included in this proposed project are: <br /> <br />Helium Street NW <br />152''a Avenue NW <br />152''a Lane NW <br /> <br />between Alpine Drive - end of Pondvale plat <br />between Helium Street NW - Project 02-21 <br />between Helium Street NW - Germanium Street NW <br /> <br />It should be noted that a similar project has been initiated for the area South and east, however, <br />that will be covered by a separate feasibility study. Should all projects be ordered for <br />implementation by the City Council, the projects will have combined plans and specifications and <br />be bid as a single project to take advantage of the economies of scale. <br /> <br />The construction of this project will result in some disruption of the area, however, it will create <br />an alternative access to the residents of Pondvale, 152nd Avenue NW, and the Brandseth <br />subdivision. It will also create a number of subdivideable lots that are currently owned by the <br />City of Ramsey~ This potential revenue source could be used to offset the general budget <br />expenditure necessary to offer the 50% assessment incentive that has been proposed in the <br />following cases. It would also produce a much more fresh water supply by looping of the <br />watermain to Alpine Drive and connect the entire neighborhood together in terms of storm water <br />runoff. <br /> <br />It should be noted that this City owned land is zoned Public/Quasi Public and to subdivide this <br />land there would need to be a Comprehensive Plan Amendment and a Rezoning to accomplish <br />this financing strategy. <br /> <br />PROPOSED STREET IMPROVEMENTS <br /> <br />We are proposing that municipal utilities be installed under the streets in this subdivision as well <br />as permanent concrete curb and gutter and new street surfacing. The streets would be constructed <br />to 32 feet wide and a 7 ton design thickness which consists of 6 inches of class 5 aggregate and 3 <br />½" of bituminous. <br /> <br />-171- <br /> <br /> <br />
