I
I
I
I
I

I
I
I
I
I
I
I
I
I
I
!
I
!
i

1.0

FEASIBILITY REPORT
STREET, STORM SEWER, WATER & SANITARY SEWER
FOR
HELIUM STREET EXTENSION
CITY OF RAMSEY, MINNESOTA

INTRODUCTION

The purpose of this report is to review the technical feasibility of'Providing street,
storm sewer, water and sanitary sewer facilities for potential development of the
approximately thirty six (36) acres of undeveloped land between Alpine Drive and
Pondvale Estates in the City of Ramsey as required by Minnesota Statute 429.

This project would extend Helium St, from its current terminus in Pondvale
Estates to Alpine Drive and also provide roadway connections with 152nd Lane
and 152nd Ave. This extension will meet the needs for access to the proposed
City soccer fields south of Alpine Drive.

The benefited project area, as shown on Exhibits A, B & C, lies on the east side
of Nowthen Blvd. and north of Pondvale Estates within Section 23~ Township 32
North, Range 25 West, City of Ramsey, Anoka County, MinneSota.

It is proposed to finance the project by several methods. Since there are no
existing streets in this project area, the street improvements are proposed to be
assessed to the benefiting properties for 100% of the street improvements
(excluding the storm drainage).

Since there are no existing streets, the cost of the storm drainage can not be
paid from the City's Storm Water Utility Fund. However, the City will be
purchasing the property to the east of Helium Street lying between Pondva. le
Estates and 152® Lane. A total of 6 future lots are proposed on this property in
addition to 14 future lots lying north of 152nd Lane and adjacent to Helium Street.
The sale of these 20 lots wi-Il be used to pay-for the storm drainage cost. The
proposed two lots east of the proposed cul-de-sac will be used for negotiation of
the right-of-way for 152nd Avenue extension.

The cost of the water and sanitary sewer will be paid with hookup fees at the time
of hookup. Twenty two (22) future lots are shown on the properties adjacent to
the proposed roadways, in addition to two larger parcels to the west of Helium
Street. There is also the potential for additional development to eventually
participate in the project cost.

This report will also discuss the shared benefit or relationshiP of these-
improvements with. two adjacent project areas, which are the subject of separate
feasibility reports. The commonality of the proposed improvements in all three
project areas create the desire to schedule all three projects for construction at
the same time period, possibly resulting in reduced construction cost.

Page 1
G:\MunicipaI~RAMSEY\3168\RA3168FSR1 .doc

-177-
