-238-

FEASIBILITY REPORT
STREET, STORM SEWER, WATER & SANITARY SEWER
FOR
PONDVALE ESTATES
CITY OF RAMSEY, MINNESOTA

1.0 INTRODUCTION

The purpose of this report is to review the technical feasibility of'providing street,
storm sewer, water and sanitary sewer facilities for Pondvale Estates and
Pondvale Estates Second Addition, including 150th Lane and Helium Street to
the plat boundaries, in the City of Ramsey as required by Minnesota Statute 429.

The area of benefit is described as follows:
Blocks 2 & 3 Pondvale Estates and Pondvale Estates Second Addition,
City of Ramsey, Anoka County, Minnesota.

The project area, as shown on Exhibits A, B & C, lies within the East Half of the
Southeast Quarter of Section 23, Township 32 North, Range 25 West, City of
Ramsey, Anoka County, Minnesota.

In September of 2001, a public information meeting was held to discuss the
needs of this area and hear the comments or concerns of the residents of the
community. These needs form the basis for the improvements proposed in this
report.

It is proposed to finance the project by several methods. Since the streets are
already paved in this project area, the street improvements are proposed to be
assessed to the benefiting properties for 50% of the street improvements
(excluding the storm drainage). The City would pay for the other 50% of the
street replacement cost.

The cost of the storm drainage will be Paid from the City's Storm Water Utility
Fund.

The cost of the water and sanitary sewer will be paid with hookup fees at the time
of hookup per the City's schedule for water and sewer lateral charges. The
resident will also be responsible for any applicable SAC and WAC charges at
time of hookup.

This report will also discuss the shared benefit or relationship of these
improvements with two adjacent project areas, which are the subject of separate
feasibility reports. The commonality of the proposed improvements 'in all three
project areas create the desire to schedule all three projects for construction at
the same time period, possibly resulting in reduced construction cost.

One of the projects is the currently undeveloped area north of this subdivision
referred to as" South of City Hall Campus" in previous staff reports and as

Page 1
G:\MunicipaI~ARAMSEY\632\RA632FSR1 .doc

I
I
I
I
I
I
I
I
!
I
I
I
I
I
I
I
I
I
I
