-270- 2 93 units times $1,862 per unit Conclusions and Recommendations: The proposed improvements outlined in this study are feasible within the cost and financing scenario presented. It is recommended that sanitary sewer, water service and the elimination of inadequate storm water drainage be combined in a single project. In order to proceed with the implementation of these improvements, a public hearing must be held if the improvements are to be installed and finance consistent with City code. Wh/le a sixty-day waiting per/od is required under the City charter before the city may order the project, this period may be eliminated if a waiver petition is received by City signed by all benefited property owners. It is recommended that the city attorney review the Development agreement with Sunfish Properties to determine their responsibility for extending sanitary sewer to the eastern property line of Oak Terrace Estates. Schedule In proceeding with the improvements, the following schedule could be anticipated Receive feasibility study and set date for public heating Hold Public Heating Authorize projects and order plans and specifications Approve plans and specifications and set bid date Receive bids and award contracts Complete construction Set date for assessrhent public heating Hold assessment hearing and pass assessment resolution First payment due with taxes March 25, 2003 April 22, 2003 April 27, 2OO3 May 27, 2003 June 24, 2003 August 2003 August 27, 2003 September 23, 2003 May 2004 This assumes a waiver petition o f the sixty waiting p etiod mandated b y City Charter i s presented to the City Council.
