-84-

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Kurak, Cook, Pearson,
Strommen, and Zimmerman. Voting No' None.

3) Request for Extension of Sewer and Water
The Public Works Committee recommended that the City Council authorize the feasibility study
for the extension of sewer and water to the commercial development at 167th Avenue and T.H.
#47 to be paid for from the City's Water Utility Fund because of the benefit the retail node
provides to the entire City.

Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to ratify the
reconm~endation of the Public Works Committee.

Further discussion: Councilmember Kurak inquired as to where the funds were coming fi'om to
pay for the study. City Administrator Norman replied the Water and Sewer Enterprise Fund.
Councilmember Elvig noted that it was a request for a feasibility study not a cost of actually
extending sewer and water.

Motion carried. Voting Yes: Ma~or Gamec, and Councilmembers Zimmerman, Kurak, Cook,
Elvig, Pearson, and Strommen. Voting No: None.

4) County Road//116 Median Extension
City Engineer Jm~:owski stated that staffreported that the County was advertising for bids on the
C.R. #116 median extension east of T.H. #47, and that this work did not include the additional
right turn lane for eastbound C.R. #116 at the southeast comer of the intersections. Several
committee members expressed a .strong inclination to require this turn lane as a condition of
continued support for this project. Staff has notified the County of the Committee's desires to
continue this discussion with the County. The Public Works Committee recommended that the
City Council direct staff to meet with the County to further discuss the possibility of a right turn
lane going eastbound on C.R. #116.

Mayor Gamec stated that the biggest problem is people coming out of the shopping center going
east so, therefore, the median should be constructed. In the future they can look at the right turn
lane.

Councilmember Zimmerman inquired as to how much the median extension would have cost the
City if they had been required to do the work.

City Engineer Jankowski replied approximately $50,0000.

Councilmember Elvig stated that there were tl~ree elements to the motion made by the City
Council. One was the median extension, the second was the right tm-n lane, and thirdly a left turn
lane into Blue Velvet Road from T.H. #47. Ttte Council made the recommendation and the
County only takes a portion of the recommendation; then the business owners are upset with the
City for saying anything to begin with.

City Council/July 8, 2003

!

I
I
I
I

!
I
I
I

I
I

I
!
