CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Charter Commission conducted a regular meeting on Thursday, July 18, 2002, at <br />Fire Station No. 2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Timothy Vogt <br />Commissioner Benjamin Deemer <br />Commissioner Lauri Ebel <br />Commissioner Hannah LaMere <br />Commissioner Darlene Milless <br />Commissioner Brian Swanson <br /> <br />Members Absent: <br /> <br />Commissioner Sandra Bertzyk <br />Commissioner Marguerite Henke <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Chairperson Vogt called the regular meeting of the Charter Commission to order at 7:00 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, stated that he would like to be heard <br />during a couple of cases on the agenda, but-he had one issue he wanted to address that was not <br />on the agenda. He questioned what the Charter CommiSsion members see their role in terms of <br />defending and supporting the provisions of the Charter. He personally has always seen the <br />Charter Commission as the "safe guard" of the Charter and in some ways on par with Council. <br />The reason for the Charter is that the citizens felt that they needed additional control over their <br />local government. In his opinion the Charter Commission is there to administer and enforce <br />provisions of the Charter or to send a flag if something needs to be enforced. One of the items <br />up for discussion later in the agenda relates to Chapter 14 and ever since he wrote Chapter 14 <br />and circulated the petition and it was passed, all he has heard is that it is unenforceable. <br /> <br />Chairperson Vogt inquired if it was determined to be unenforceable by a court of law. <br /> <br />Mr. Hendriksen replied that there are different claims, but clearly the City is not enforcing it. He <br />stated that he was very pleased when reading the summary in regards to what to do about <br />Chapter 14. The summary specifically states that multiple sections are legal and lawful within <br />Chapter 14, but the City is not enforcing it.
