CASE <br /> <br />CONSIDER CITY MANAGER FORM OF GOVERNMENT <br />By: James E. Norman, City Administrator and <br /> William K. Goodrich, City Attorney <br /> <br />Background: <br /> <br />This case was initially presented to the Charter Commission during their July 18, 2002, meeting. <br />Following discussion, the Charter Commission voted to table action and schedule a joint meeting <br />with the City Council for 7:00 p.m., Thursday, August 15, to discuss the issue. Staff was <br />directed to advertise for public input. <br /> <br />Staff advertised the joint meeting in the Anoka Union, on Cable TV, on the City's website and on <br />the City's community sign, plus posted the meeting on the front door of City Hail. <br /> <br />Attached to the case are the following items: <br /> <br />I) <br />2) <br />3) <br /> <br />4) <br />s) <br /> <br />Chapter 2 of Ramsey's Charter entitled Form of Government <br />Chapter 6 of Ramsey's Charter entitled Administration of City Affairs <br />A Research Memo for City Officials entitled City Administration: Clerk, Administrator, <br />Manager <br />Information entitled Local Government Structure and Organization <br />Map showing the number of Administrator Cities and Manager Cities <br /> <br />Commission Action: <br /> <br />Motion to recommend that Chapters 2 and 6 of the City Charter be amended so as to provide for <br />a "City-Manager Plan" form of government and that the text for said amendments be the <br />attached text approved at the Charter Commission meeting on August 15, 2002. <br /> <br />- and- <br /> <br />Motion to reconnnend that all other chapters of the City Charter be amended to replace the <br />reference to "City Administrator" with "City Manager". <br /> <br />or- <br /> <br />Motion to table the discussion of changing the City's form of government from the "City <br />Administrator" form to the "City Manager" form. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Attorney <br /> <br />Charter: 08/15/02 <br /> <br />-25- <br /> <br /> <br />
