CASE CONSIDER CITY MANAGER FORM OF GOVERNMENT By: James E. Norman, City Administrator and William K. Goodrich, City Attorney Background: This case was initially presented to the Charter Commission during their July 18, 2002, meeting. Following discussion, the Charter Commission voted to table action and schedule a joint meeting with the City Council for 7:00 p.m., Thursday, August 15, to discuss the issue. Staff was directed to advertise for public input. Staff advertised the joint meeting in the Anoka Union, on Cable TV, on the City's website and on the City's community sign, plus posted the meeting on the front door of City Hail. Attached to the case are the following items: I) 2) 3) 4) s) Chapter 2 of Ramsey's Charter entitled Form of Government Chapter 6 of Ramsey's Charter entitled Administration of City Affairs A Research Memo for City Officials entitled City Administration: Clerk, Administrator, Manager Information entitled Local Government Structure and Organization Map showing the number of Administrator Cities and Manager Cities Commission Action: Motion to recommend that Chapters 2 and 6 of the City Charter be amended so as to provide for a "City-Manager Plan" form of government and that the text for said amendments be the attached text approved at the Charter Commission meeting on August 15, 2002. - and- Motion to reconnnend that all other chapters of the City Charter be amended to replace the reference to "City Administrator" with "City Manager". or- Motion to table the discussion of changing the City's form of government from the "City Administrator" form to the "City Manager" form.
