The person in this position is responsible to <br />the council for the proper administration of all affairs relating to the <br />city. <br /> <br />State statute provides that the city manager has a number of duties. <br />These responsibilities, described in more detail below, include the <br />following areas: <br /> <br />Statutes, ordinances, attd resohttions. <br /> <br />City staff <br /> <br />City departments. <br /> <br />Council meetings. <br /> <br />· Recommend ordinances and resoltttions. <br /> <br />· City finances and badget. <br /> <br />· Chief purchasing agent. <br /> <br />· Adm#dstrative code. <br /> <br />· Additional duties. <br /> <br />Duties for managers in home rule charter cities are likely to be <br />similar, but home rule charter city officials should check their city <br />charters for details regarding their manager's duties. <br /> <br />1. Statutes, ordinances, and resolutions <br /> <br />The city manager in a Plan B city must ensure the statutes relating to <br />the city and the laws, ordinances, and resolutions of the city are <br />enforced. <br /> <br />2. City staff <br /> <br />The city manager has the power to appoint and remove city staff. <br />This includes the positions of city clerk, department heads, and <br />subordinate officers and employees. If there are civil service rules or <br />a labor agreement in place, any applicable provisions must be <br />followed.
