Mime. Stat. §§ 412.021 <br />.591, subd. 3; .551 <br /> <br />Mime. Stat. §§ 412.02, <br />subd. 3 and 412.591, subd. <br />2 <br /> <br />clerk. In case of the clerk's absence from the city or disability, the <br />council may appoint a deputy clerk, if thSre isn't one, to serve during <br />the absence or disability. The deputy clerk may discharge any of the <br />clerk's duties except that he or she can't be a member of the city <br />council. <br /> <br />c. Treasurer's duties <br /> <br />The council can combine the offices ofclerk and treasurer into a <br />combined clerk-treasurer position. This is done by ordinance. If done <br />in a standard plan city (where both the clerk and the treasurer are <br />elected), the ordinance must be adopted at least 60 days before the <br />city's next general election. The ordinance can't take effect until <br />after the expiration of the treasurer's term or when an earlier vacancy <br />occurs. <br /> <br />There' are special audit requirements for cities that have combined <br />clerk-treasurer positions. If the annual revenues are $100,000 or <br />more, an annual audit is required. An audit is required once every <br />five years if the annual revenues are under $100,000. In the latter <br />instance, the person doing the audit will choose which of the five <br />years to audit. <br /> <br />d. Other <br /> <br />The clerk may be given additional duties, depending upon the other <br />needs of the city. Examples of such other duties include the <br />following: <br /> <br />Personnel. This might include processing employment <br />applications, maintaining persom~el records, and making <br />recommendations regarding staffing and hours. It would not <br />include the ability to hire and fire city employees. <br /> <br />Office management. This could include keeping the city <br />records, running payroll, etc. <br /> <br />Licenses andpetwtits. This would include processing <br />applications for licenses and permits, as well as issuing such <br />licenses and permits after they have been approved. Certain <br />types of licenses and permits may need to be approved by the <br />council, such as conditional use permits. <br /> <br />C. Appointment and removal <br /> <br />The way a person becomes a city clerk will vary, depending upon the <br />type of city and the form of government. Likewise, the clerk's <br />removal may be done differently, depending upon the form of city <br />government.
