It is different from the other <br />plans because an elected clerk fills one of the council seats. Voters also elect a treasurer <br />if the city has not combined the positions of clerk and treasurer. The treasurer, however, <br />is not a member of the council.' By ordinance and a vote of the electorate, the city may <br />increase the council to seven members. <br /> <br />As councilmembers, the mayor and clerk have the same duties and powers, as the other <br />council members. In addition,, they may have their own special duties. The council <br />possesses ail legislative and administrative powers. A/! a~m~Sstrative persomne! are <br />appointed by and are directly accountable to the council. The council cannot delegate the <br />power to enact ordinances or to prescribe rules and regulations. The council, however, <br />can delegate, certain functions to appointed administrative boards, e:g., a utilities <br />commission, a civil service commission, or a park board. Councils may also establish <br />advisory boards to conduct studies and make recommendations. In review, the following <br />items are the distinct feature, s of the Standard Plan: <br /> <br />The council has five or seven members--mayor, clerk, and three or five <br />councilmembers~ <br /> <br />Voters elect a clerk and treasurer.
