City Attorney Goodrich replied that he would recommend 30 days. <br /> <br /> Mr. Kiefer stated that he believed that there is 60 days from the time the vacancy is accepted for <br /> the Judge to appoint someone otherwise the Council makes the appointment. <br /> <br /> Chairperson Vogt stated that he felt that an interview panel of 7 to 8 people would not be very <br /> effective. He recommended that the Chair and Vice Chair conduct the interviews. <br /> <br />Commissioner Swanson stated that he didn't see any reason to have the entire Commission be <br />part of the interview process. : <br /> <br /> City Attorney Goodrich noted that any Commission member would be permitted to attend the <br /> interviews if they choose. <br /> <br />Commissioner Deemer stated that he had no problems with the process because all three <br />candidates would be sent to the Judge Without rating. <br /> <br />Commissioner LaMere inquired if they would be soliciting for new applicants. <br /> <br />Commissioner Swanson replied that he felt that they should start with existing applicants. <br /> <br />Commissioner Deemer recommended directing staff to advertise the vacancy for two weeks and <br />notify any previous applicants of the vacancy to give them an opportunity to reapply. <br /> <br />Chairperson Vogt stated that he would prefer that they did not have an open meeting while they <br />are conducting interviews, but allow Charter Commission members to attend if they choose. <br /> <br />City Administrator Norman replied that if there are more than four Charter Commission <br />members at the meeting it has to be an open meeting. <br /> <br />Mr. Kiefer recommended that the meeting be an open meeting, but not be televised. <br /> <br />Chairperson Vogt replied that he would agree with that. Consensus was that the Chair and Vice <br />Chair would conduct the interviews during an open meeting, but not be televised. <br /> <br />City Attorney Goodrich inquired if other Commission members could be present to discuss the <br />applicants, but would not be allowed to vote on the recommendations. <br /> <br />Chairperson Vogt replied that that was correct. <br /> <br />Motion by Commissioner Millessl seconded by Commissioner Deemer, to direct staff to <br />advertise the vacancy for two weeks, notify all Commission members of the date of the interview <br />so that all Commissioners can attend the meeting, but the Chair and Vice Chair will make the <br />recommendation to the Judge on the final three candidates. <br /> <br />Charter Commission/July 18, 2002 <br /> Page 6 of 22 <br /> <br /> <br />
