the council. <br /> <br />In contrast, the city manager form of government assigns the legislative, or policy- <br />making function to the elected city council ~nd gives administrative authority to an <br />appointed city manager. The city manager serves at the council's pleasure and 'is <br />responsible for effectively administering-the city's business in accordance with council <br />decisions and preparing an annual budget. The city manager is also given full <br />responsibility to hire appointed city' officials and their staff, directs day-to-day operations <br />and serves as the council's chief advisor. <br /> <br />Qo <br /> <br />Would changing the form of government change the quality of city services I <br />receive? <br /> <br />Under the city manager form of government, the city council operates, in many ways, as a <br />board of directors. The separation of policy and administration is intended to promote <br />greater efficiency and effectiveness in city operations. It also makes it easier for city <br />councilmembers to devote more tim,; to policy issues because they spend less time on <br />administrative details.
