CounciLmember introduced the following resolution and moved for its adoption: RESOLUTION #03-09-.xLXX RESOLUTION DECLARING COST TO BE ASSESSED ~LND CALLING FOR A PUBLIC H EARING ON PROPOSED ASSESS3/IENT FOR PAST-DUE CHARGES ON MUNICIP)~L UTILITY BILLS .(WHICH MAY INCLb~DE WATER, .SEWER, STREET LIGHTING, RECYCLING, STORM WATER CHARGES .~2qD PENALTIES INCURRED) ~ND CURRENT SERVICES RENDERED WHEREAS, the City of Ramsey provides varyi. 'ng se~ices that are billed directly to residents through the municipal utility, bill and throu~__h invoices; and WHEREAS, City of Ramsey Ordinance #94-13 allows for the certification of payments that are delinquent on or before September 1; and WHEREAS, the Ci~ Administrator has calculated the proper amount to be specially assessed against even assessable lot, without regard to cash valuation, as provided by law, and has on file in the cit-), offices a copy of such proposed assessment for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF R~LMSEY, ~UN'OKA COUNTY, STATE OF M_INN~ESOTA, as follows: 1) That the amount to be assessed against property, owners is declared to be $16,521.09. That the principal of the-assessments shall be for one (1) year, paYable with property taxes payable in 2004 and shall bear an administrative charge of $35.00 for each delinquen~ bill and shall bear interest at the rate of 5.50 percen.t per annum from the date · of the adoption of the assessment resolution. ,3) That a public heating shall be held on 'Tuesday, September 23, 2003 at 7:00 p.m. at Ramsey Fire Station I, to pass upon such proposed assessment and at such time and place all persons owing delinquent payments will be g-iven an opportuni~ to be heard with reference to such assessments. 4) That the City Administrator is hereby directed to cause notice of the public hearing on the proposed assessment to be published in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the delinquent payments. He shall also cause mailed notice to be Wen to the owner of each parcel' described kn the assessment roll not less than two weeks prior to the hearings. That the owner of any property so assessed may, within 30 days from the adoption of the assessment, pay the whole assessment without interest charges accrued. Payments received after the 30 days will be refused and the assessment will be certified to the County Auditor for the specified period of one year. -'~ 37-
