CONSIDER T 'RAFFIC CONTROL. CH_~NGES ~4~lbONG RI¥'ERD:4~E By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />With the connection of Pdverdale Drive to Highway l 0 at Ramsey Boulevard, this roadway will <br />begin to flmction more as the collector street for which it was planned. Additional traffic will <br />aisc be generated onto this roadway as the townhomes associated with Rivenwick 3~d develop. <br /> <br />Shown in Figure I is a sketch which illustrates the existing daily traffic volumes on each street <br />se~zrnent in the area, along with the existing traffic control which is currently in place, g2so <br />attached is Figure 2 which represents the projected traffic volumes through this same area, <br />assuming the 112 units of associated with the Pdvenwick townhomes are fully developed. TLs <br />development will add 7i7 daily tr/ps., of which 70 percent are anticipated to be eastbound. <br /> <br />it should be noted that the intersection of Garnet and Pdverdale is the only one in the area which <br />is cu~ently uncontrolled. Some type of control should'be considered as the town_houses and <br />additional traffic generating commercial development occurs along Pd~'erdaie. <br /> <br />Figure 2 aisc contains what Staff recon~mends as the eventual =ar%% control scheme in this area, <br />with Pdverdaie tra~rllc being ~i,,~_..~ the fi~ht-of-wav~ , ~d ail other side ~t~ .... e~s be~ con-oiled <br />with stop si~s. <br /> <br />Vv ~_ile Garnet should at some poim.-yieid to Pdverdaie, the traffic counts show the north-south <br />movement be~wveen the sought leg of Garnet and the northeast leg of Pdverdaie to be the <br />predominant movement through the intersection. To cause the predominant movement to y/etd <br />to a lesser one is probiemaric. <br /> <br />One aitemative would be to keep the intersection of Gamet/Riverdale uncontrolled, k seems <br />quite likely that citizens in the ex/sting Ri~.,enwick subdivision will demand some Lf'Pe of control <br />at this intersection. <br /> <br />Second alternative would be to post a stop on the south leg (Garnet Street) as identified in the <br />long-teu-m traffic control plan presented in Figure 2. This will be needed eventually, however, <br />until trat%fic increases with development, this control will be stopping the predominant <br />movement. <br /> <br />A third alternative would be to post an all way stop (three way) at the intersection until Pdverdale <br />becomes the predominate throufh movement. This alternative is unl/kely to meet the <br />recommended warranv~ for all way stops, which is, a mihimum of 200 vehicles entering the <br />intersection from all directions for a minimum of ei~xt hours per day. A second negative is that <br />at some point in the future ir would be necessary to implement a tra£fc change to We Riverd~le <br />the fight-of-way, when it previously needed to share this with Garnet. <br /> <br />-204- <br /> <br /> <br />
