PC i2_ <br /> <br />Discussion Regarding Amending the Process for <br />Appointing Board and Commission Members <br /> <br />Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />At the August 12, 2003 Personnel Committee meeting staff sought authorization to begin <br />the recruitment process for a replacement for Michael Reeve who resigned from the <br />Plmming Commission on August 5, 2003. The City Council authorized staff to adve~ise <br />the vacancy but asked that responses be provided to the following questions in the <br />interim: <br /> <br />Can the policy for appointing board and commission members be amended to <br />allow the Personnel Committee to fill a vacancy with someone who has been <br />interviewed within the previous t2 months without conducting a second <br />interview? <br />Can the City appoint alternates to serve and vote, in the event that a Planning <br />Commissioner is unable to attend a meeting? <br /> <br />At the August 26, 2003 Personnel Committee meeting, the Committee discussed the fact <br />that the above-indicated changes can be made but require changes to the City Charter, <br />City Code and the Policy for Appointing Board and Commission Members. <br /> <br />Discussion <br /> <br />In its current form, the City Charter requires that all vacancies be advertised in the City's <br />newsletter, as well as in the City's official newspaper. The City's newsletter is published <br />every two months, therefore, it can take several months to fill a vacancy depending on a <br />when a seat becomes vacant.' Consequently, Committee Members asked staff to research <br />the following options for minimizing the amount of time it takes to fill vacancies on City <br />boards and commissions: <br /> 1) appointing ex-officios who attend all meetings and participate in <br /> discussions but do not vote.
