FC CASE # <br /> <br />DESIGN PHASE FOR ,&LPINE PARK'S PLAYGROUND PROJECT <br /> By: Mark Riverblood, parks/Utilities Supervisor <br /> <br />Background: <br />One of the 2003 Parks Capital Improvement Projects proposed is a special playground area at <br />Alpine Park. The discussion to date has been that the play structure could be inte~ated with an <br />area that includes interpretive aspects for families, perhaps outdoor game elements, and would be <br />unique to Ramsey. <br /> <br />Most recent discussions have led to using recycled materials to take advantage of other funding <br />sources including external pants. The intent is that the project would expand in scope from the <br />$80,000 Park Trust Fund investment in a play structure site, and evolve into a high quality multi <br />£aceted recreational destination. <br /> <br />Observation: <br />This project is curr.ently not intended for 2003 construction. However, the Park and Recreation <br />Commission is recommending-City Council proceed to. the design and development stage 7 <br />which would be similar to preparing 'plans and specifications.' <br /> <br />Attached with this case is a summary of the concept pl_an work that has been performed to date. <br /> <br />The attachment that follows that is. a proposal for performing the desi~cm phase (plans and <br />specifications) of the project. This quote from Ms. Regina Fianagan is for $12,090. <br /> <br />The Park Commission recommends proceeding with this Capital Improvement Project by <br />authorizing approximately $16,000 (Park Trust Fund monies) from 2003 Alpine Park C.I.P <br />project. $ i2,090 would ~nd the work mentioned above, approximately $3,000 would be <br />available to reimburse the 2003 pfirks operating budget for expenses already incurred (should it <br />be necessary) and approximately $1,000 for contingencies. <br /> <br />This project will require an annual maintenance commitment. The 2004 General Fund budget <br />does not incorporate this additional commitment, but this play~ound may not be in service until <br />2005. Conversely, there would be a need for stafftime for Project management (for 2004) <br />leading up to project completion. If the Committee and City Council choose to move ahead with <br />the Alpine Park Playground, staff will include the on-going estimated staffing and maintenance <br />costs as part of the case for project approval. <br /> <br />Committee Action: <br />Motion to Recommend City Council authorize $16,000 of Park Trust Funds for the Design and <br />Development phase of Alpine Park's playgound project. <br /> <br />Reviewed by: Copies to: <br />City Administrator Park and Recreation Commission <br />Assistant City Admimstrator <br />Public Works Director/Fire Chief <br />Assistant Public Works Director/Principal City Engineer <br />Finance Officer <br /> <br />FC: 09/09/03 <br /> <br />-241- <br /> <br /> <br />
