At that time maybe the developer 'will be more available to talk about possibi!i~i~gs <br />within the Town Center. ~' <br /> <br />Mayor Gamec stated that the Rmnsey Town Center, LLC should be told that ~he Council favors <br />requiring a letter of credit. <br /> <br />Councilmember Cook stated that if the City builds the ramp then the City owns the ramp and any <br />development that occurs near the ramp will be benefited by the ramp and they will be able to re- <br />coop their costs from those businesses. <br /> <br />Councilmember Elvig inquired as to what the impact would be on the City's utilities if the Town <br />Center were to build out in three years. <br /> <br />Assistant Public Works Director Olson explained that it would be feasible to handle the impact <br />on the utilities with a three-year build out, but they would be very busy. The only thing he would <br />be somewhat concerned about is that the AUAR document has ~ sig-nificant number of <br />improvements such as signalization and improvements on Highw,ay #10 and the county roads if <br />those changes could be accommodated. <br /> <br />Councilmember Kurak stated that they already know'}hat they carmot put any more wells on <br />section 28 so what position does it put the City in if they are not able to put a well on the Town <br />Center property. <br /> <br />Assistant Public Works Director Olson explained that staff anticipates that two additional wells <br />will be placed on section 28 and one near the fire station. Staff has had discussions with the <br />DNR and they do feel that section 28 could accommodate three additional wells. Before the <br />wells would be constructed they w6uld make sure there was adequate water capacity. <br /> <br />Councilmember Strommen stated that one of her concerns was that issues such as the need for <br />future wells, water tower, etc. have not been addressed in the development agreement, which she <br />would like to see. <br /> <br />Assistant Public Works Director Olson noted that the City would be lookhlg at about another <br />three to four million dollars in additional utility structures. <br /> <br />Councihnember Pearson inquired if City staff has received any response from the Ramsey Town <br />Center, LLC as to picking up impact costs for utilities such as wells and a water tower. <br /> <br />City Attorney Goodrich replied that he thought the developer has been fair about the issue, but <br />they are business people and they will try and have the City pay as much as the City will let them <br />pay, which is why they have team trying to respond to that. They will respond to each of those <br />issues as they come along in the development a~eement process. <br /> <br />Mayor Gamec stated that he thought that the residential portion of the Town Center development <br />should be handled the same as all other residential developments in the City. <br /> <br />City Council Work Session/August 12~ 2003 <br /> Page 9 of 11 <br /> <br />-45- <br /> <br /> <br />
