outright sale can be approved by City Council, allowing for an April 2000 installation and
completion of the project.

Councilmember Connolly inquired as to the life expectancy of the play equipment and if the Park
Commission had a fall-back plan if volunteers do not show up for the installation of the play
equipment.

Parks/Utilities Supervisor Boos replied that the back-up plan would be for the play equipment to
be installed by staff and the Park Commission and also explained the play equipment he feels has
the best design and durability currently available.

Mayor Gamec noted that the Ramsey Lions have expressed interest in assisting with the project.

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to recommend
that City Council approve the resolution authorizing purchase of a play structure and declaring
existing play equipment surplus property.

Motion carri d.~ting Yes: Mayor Gamec Councilmembers Anderson, Hendriksen, Connolly,
and Zimmerman. Voting No: None. "

Case//3:

Park and Recreation Commission Presentation on the 2000 - 2004 Parks
Capital Improvement Program (C.I.P.)

Parks/Utilities Supervisor Boos stated that each year the Park and Recreation Commission
discusses the Five-Year C.I.P. relating to Parks and Trails. For 1999, the process began in May
and led to a public hearing at the Commission's regular October meeting. Mr. Boos gave a brief
presentation of the Parks Five-Year C.I.P.

Mayor Gamec noted that there were no plans for a trail cmmecting T.H. #47 to Sunfish Lake
Boulevard in the Parks C.I.P.

Parks/Utilities Supervisor Boos explained that the extension of Sunwood Drive would make a
connection from T.H. #47 and Sunfish Lake Drive and reviewed plans of the Anoka County
Parks Commission for C.R. #I 16.

Councilmember Zimmerman inquired if it would be possible to move the projects for Flintwood
Terrace up a year since the park is so highly used.

Park Commissioner Droegemueller explained that Flintwood Terrace is a neighborhood park and
the other irrigation project included on the C.I.P a community park and would make more sense
to irrigate a community park first.

Councilmember Connolly inquired if the Park Commission is still working with park districts.

Finance Committee/December 14, 1999
