City of Ramsey Anoka County, Minnesota RESOLUTION NO. RESOLUTION OF THE CITY COUNCIL APPROVING ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 1-7 WHEREAS, the City Council of Ramsey (herein called the Council) has held a public hearing to receive input regarding the establishment of Tax Increment Financing District No. I-7 as provided in a report entitled "Tax Increment Financing District No. 1-7 Plan" dated Janut,:y 25, 2000 (herein called t*,e Plan); and WHEREAS, T~': Increment Financing District Nor 1-7 is within the Project area of Deveic,,ment District Nc: 1; and WHEREAS, th~ City has previc sl.' established L~.x,elopment Dis~iet No. 1, pursuant to Minnesota Statutes, S<;cz :.on 469.124 thro, 7h 469.134, as a~,ended; and WHEREAS, it is desirable and i-- the public interest that the City undertake and c,..~-ry out a tax ~ncrement finance ~.:!an for Tax Incrc-:~ent Financing District No. 1 :, pursuant to Ch~','-*er 469 of Minnesota Stat,'..s, encompass/.g the parcels which e.':e described on Exhibit A attar:'~ed hereto and made a pm' ereof, (which ~:~"a :.s herein call¢:': the "District"); ,'-d WHEREAS, ','ac _)?lan sets forth the e~timate of thcs' fiscal and economic impact of tax incremcnt financing on i,e tax capacity '.'nlues of all taxing jurisdictions in which the Distri~ .: is locats:c,; and WHEREAS, the Anoka Count>' Commissioner who represents this site was duly notified of the i:'lan and the pub!ic hearing; and WHEREAS, the Board of School District No. 11 l'~as been notified of the public hearing for the review of the Plan; and WHEREAS, the City has received and considered the comments of the Dakota County Board, and the School Board of the School District No. 11, respecting the contents of the 7F'lan; and WHEREAS, the City on January 25, 2000, after having published a notice of public hearing in the official newspaper of the City, conducted a public hearing on the Plan and received public comments on the same; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ramsey, Minnesota, as follows: Section 1. The City finds and determines that there is a need for the activities of the Project to be financed, in part, by the tax increments from the District. Section 2. The City finds and determines that the activities set forth in the Plan will establish, for the City, the opportunity to eliminate blight, promote redevelopment and economic development.
