I <br /> <br />vw CASE <br /> <br />2000 STREET MAINTENANCE PROGRAM <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br /> Since 1981, the City of Ramsey has conducted an annual street maintenance program, whose <br />· purpose was to address the preventative maintenance of the City's asphalt pavements. The <br />history of the City's paved streets and their maintenance is summarized on the attached table. <br />From I981 until 1990, the program consisted predominantly of sealcoating and the full cost of <br />the program was sv¢cial assessed. Beginning in 1991 until the present time, the City has <br />financed 50% of ~'. ~. program cost. Becaus~ of the 'City Charter and Minnesota Statute #42? <br />requirements, it is n,;cessary to initiate the program in January in order to allow sufficient lea.:i~ <br />time for construction to take place ir~ early summer. <br /> <br />The frequency or preventative maintenance on the City's bituminous pavements has vaffvd <br />considerably, with ssn':s pavements receiving a sealcoating as lithe, as two years and others as <br />much as ten yeah a ~ ~? initial construction in ~eneral, however, our current goal is to sealc~t ~ <br />new bituminous pa've:..'~ent five years after c::astruction and readdre:~z · ~aintenance at seven years <br />thereafter. This past <br />summer, the street su?e. rintendent and I conducted a pavement rating cvaluation of the City street <br />pavements. While a large percentage.of the City streets require bituminous overlays, there ',;vere <br />few instances where complete reconstruction appeared necessary. <br /> <br />It is anticipated that the 2000 Street Maintenance Program will have a cost of approximately <br />$400,000, with $200,000 in City moneys being leveraged with an equal amount of special <br />assessment dollars. Staff will have a City map prepared identifying the streets which have a <br />pavement rating of 3, the lowest pavement rating for which a bituminous overlay is still possible. <br />We also hope to have an estimate of the total cost of the overlays. <br /> <br />Committee Action: <br /> <br />The Committee should direct the preparation of a feasibility study for the 2000 Street <br />Maintenance Program. <br /> <br />Reviewed by: <br />City Administrator <br />Finance Officer <br />Director of Public Works <br />PW: 12/21/99 <br /> <br /> <br />
