PW CASE # 5

CORRESPONDENCE FROM MNDOT REGARDING
THE SPEED HUMPS ON DYSPROSIUM STREET
By: Steve Jankowski, City Engineer

Background:

Attached is a letter that we received from MnDOT regarding the speed humps on Dysprosium
Strec', The letter suggests the humps be removed, and states that until the humps are removed
the Ci';y will not be allowed to collect "needs" on this segment of MSA roadway and the City
will ~ced to remove the street from the MSA system. Currently, the needs on *his segment of
roac,~va7 are approximately $151,000. The allocation ofF, seal Year 2000 funds are estimated to
'be $2.-~.z, 7 per thousand dol!.:.:'~ cf need which would re~ul~ in a loss of $3,695. In addition, the
City -vt :~ld be required to pay bazk between 40-52% of the cost paid by State Aid in constructing
Dy' :.q;!um Street, which is ~,c ~emaining percentage er :;he street's 25-year sc~xSee life. The
stree*. ~as constructed in 198.,. ~?~6 and 1988 under three separate construction: ~::ojects. The
ar~ ~c received from State/~ic~ o,~ these projects is $ It is es~'~_za*ed that the
payoa,'i~ would amount to $ The payback w~:uid be deducted from. ti:~ anticipated
pay-~c_~ on the next State .5_!4 ¢ontract let by the City. The City might consicie~,- ~he following
cc~ ~ .~ of action:

.. immediately remove '[he speed humps and in£~'nn the residents along ~ys?rosium
$ :feet of the reason C~,.' r~e removal.

R~spond to MnDOT 3zn2z,;ding that the speed n,t:~ps do not interfere witn the ability
of Dysprosium Strec, to function as a colk ztor street and request a review of
~nDOT s authority to require the removal of the humps.

Whs,~ tSe speed humps were installed in November 1995, guidelines for the applic,~.tion of speed
hum~s had been proposed by the Institute of Transpo~ation Engineers. These guidelines
recommended that speed humps be used only on roadways classified as "local" streets.

Reecx~.~mendation: ' ~''-

Whereas alternative 2 listed above is an option, it would be a difficult argument to win if
vigorously pursued by MnDOT. Staff recommends the removal of the speed humps and
notification of the neighbors.

Committee Action:

Based upon discussion.

Reviewed by:
City Administrator
Chief of Police
Director of Public Works
Public Works Supervisor
PW: 12/21/99
