The existing intersection geometries and level of
service are graphically displayed in Figure 2.

Table 2
Existing Peak P. our Cspacity Analysis

INTERSECTIO]L~

Armstrong Boulevard m~d County Road 116(.1)
Armstrong Boulevr.-4 a-~d TH 10

Ramsey Bouleva::~....'~".: County Road 116(1)

Ramsey Bouleva~ .itc:.O Suawood Drive(l)

A,M. Land Use Plan and ~:~dway System). The *wo proposed land use
alternatives are t~.; :d. on the City of Ramsey's :eeently adopted land usc 71ax and conversation
with City staff~cgading market conditions. 'i:'x:; internal roadway system ¢vas developed relative
to the topograpYy cf the section and the .pert*! boundaries. Also taken into account in the
development of fl~e irttemal roadway system was a restriction by Anoka C~'tmty of no more than
six access points onlo County Road 116. Both alternatives include 406 ,mia of medium density
residential, 420,000 square feet o.f business park development, 575,¢30 square feet of light
industrial development, a commuter rail staiion with 1,000 parking spaces~ 183,000 square feet
of retail commercial development 'and 435,600 square feet of'office space. The land use
difference between the two alternatives is that Alternative One includes the Anoka - Hennepin
Technical College with 4,000 students on a 125-acre parcel and Alternative Two includes an
additional 1,600,000 square feet of light industrial development in place of the college.

In addition to the development of Section 28, the parcel of land south of the Ramsey
Boulevard/TH 10 intersection was assumed to be fully developed by 2005. Land uses for this
development were provided by the City of Ramsey staff and include 181 units of multifamily
residential, 138,500 square feet of office space and 231,000 square feet of commercial space.

Traffic Forecasts

Background traffic volumes were developed for the year 2005 using a two-percent yearly growth
rate from the existing (1999) traffic volumes. The yearly growth rate was determined through
comparison of existing and future regional model forecasts and recent growth trends on roadways
