Chairperson Cook reviewed the Lawful Gambling Fund Improvement Program. <br /> <br />Consensus of the Commission was to hold the funds to see if any requests are received. <br /> <br />Case #3: <br /> <br />Discuss program to Replace Rented Portable Toilets with Permanent "Pit" <br />Toilets <br /> <br />Parks/Utilities Supervisor Boos stated that at the November's meeting, the Commission <br />discussed a program, whereby each year a single park would receive a pit latrine to replace the <br />rented toilets. The following are some advantages or considerations: <br /> <br />· Pit latrines usually seem cleaner and therefere more pleasant for park users. <br />· The pit latrines are more aesthctically pleasing. <br />· Pit latrines would be available year around. <br />, Pit latrines m-e handicap acceszible, <br />· Each month, the plastic rented units cost approximately $60 each; eventually the pc~'rnanent <br /> structure would be paid ~%r in ~'ent savings. <br />· The refuted piastie un:ts are frequently vandalized. A per:x~anent str~.,zture may be less prone <br /> to wndalism. .. <br />· The same successful bidder each season for the unit rental (and weekly aec, ice) would b~, <br /> required to se~wice the city-owned facilities. <br /> <br />Chairperson Cook stated that the pit latrines last for many yea's, and can be moved if needed. <br /> <br />Commissioner Droegemue!ler inquired if the doors would be locked aimr certain hours. <br /> <br />Chairperson Cook replied that it would be possible to lock the doors if necessary. <br /> <br />Commissioner Droegemueller stated that Hennepin Parks are a little less accessible than City <br />parks and asked about vandalism. <br /> <br />Chairperson Cook replied that some of the Hennepin Parks have the pit toilets in heavily traffic <br />parking areas and they see very little vandalism. Any vandalism that does take place is usually <br />fire, but usually do not lose the whole building. Satellites are much more likely to be vandalized <br />and burned completely. <br /> <br />Commissioner Asfahl questioned the cost of constructing each unit. <br /> <br />Chairperson Cook replied it is $1,500 to $1,800 for the building and the vault is an additional <br />$800 to have set. <br /> <br />Commissioner Asfahl inquired if it would be a single stall. <br /> <br />Chairperson Cook replied yes, noting that they all would be handicap accessible. <br /> <br />Park and Recreation Commission/December 9, 1999 <br /> Page 4 of 6 <br /> <br /> <br />
