We offer the
following comments:

Zoning: The site is generally located on the west side of Armstrong Boulevard, directly across
from 150~ Lane NW. The City must process a minor subdivision to create the 5 acre lot. The
site is zoned R-IR Rural Residential, for which a fire station is a permitted use due to a recent
zoning ordinance amendment. The property is subject to a development moratorium until April
5, 2000 and the City will have to take formal action to except this site from the moratorium.

Access: 'The site plan submitted proposes one access to the facility from Armstrong Blvd. that
aligns with 150'* Lane on the east side ofArmstro, ng. This is a desirable location for the access.

Lot Coverage:' The site is approximately 5 acres in siZe and City COde restricts lot ~overage
(including impervious surfaces) to 25 percent of the lot area, or 54,450 feet in this case. The size
of the proposed building is 10,856 feet. The site plan seems to indicate that the lot coverage will
not exceed 25%. However, staff cannot verify that the total impervious surface is under 25%
because pavement calculations have not been provided.

Utilities: The facility will be served by an on-site well and septic ~ystem. The site is outside of
the MUSA boundary and therefore, sanitary sewer and municipal water are not available to the
site."
;

Setbacks: The proposed structure exceeds the 40-foot'fr°nt yard, 35-foot rear Yard and 10-foot
side yard setbacks established in the Residential District. '

Landscaping: City Code requires there to be a 20-foot landscape yard adjacent to all public
streets and the Landscape Plan complies with that requirement.
