I
I
I
I
I
I
I
I

CASE # /

2000 ANNUAL STREET MAINTENANCE PROGRAM
By: Steven J. Jankowski, City Engineer

Background:

At tonight's meeting, public hearings will be held on Improvement Projects #00-01 through 00-
05, which will comprise the 2000 Annual Street Maintenance Program. A copy of the feasibility
s':ady was originally presented at the January 11, 2000, Council meeting. A copy of the
feasibility study has been attached. The City performed its first sealcoating work in 1981, and
has had an annual program for addressing the preventative maintenance needs of its bituminous
streets since that time. A copy of the City's pavement history and street maintenance program is
illustrated in the attached table.

Through the 1990 program, it was the City's policy to assess 'the total cost of this program.
Beginning in 1991, the City changed policy, and now assesses 50 percent of the total project
cost. The City has a considerable investment in the 133 miles of paved roadway for which it is
responsible. It is estimated that the replacement costs of the bituminous and road base
approaches $10 million. In order to preserve the investment in its bituminous pavements, the
City has a maintenance goal of applying a sealcoat to new pavements, including overlays after a
five-year period and to reseal and overlay as needed at seven-year succeeding intervals.

This year's program consists of five individual projects, covering 9.3 miles. All five projects
involve 1-1/2 inch bituminous overlays. Projects have been aggregated by properties having
similar lot sizes and pavement conditions, usually by subdivision. Total project costs are then
calculated for each project and divided equally among the number of benefited properties.

In summary, the 2000 program to sealcoat and overlay 19.3 miles of City streets has a total
project cost of $398,607 with this cost being divided equally between the City and assessed
property owners.

Council Action:

Following the public hearing, the Council should direct any revisions to the feasibility study it
deems necessary as a result of the comments made at the public hearing, as the feasibility study
will serve as the basis for determining the work to be performed and the method in which costs
will be financed. Assuming no petitions are received fi.om a majority of the benefited properties
opposing the improvement, the Council will be asked to order the projects at the April 11, 2000
meeting. It is anticipated that contracts will be awarded at the May 9, 2000 Council meeting and
work will be performed during June through August. Final costs will be presented at the
assessment hearing on September 26, 2000.

Reviewed by:
City Administrator
City Engineer
Finance Officer

CC:02/08/00

G.'lusersldThielingl~JOICOUNClL&lCITYCOUNI2OOOIFebruaryl2OOOStrMtcePlan.doc 02/04/00
