I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />:1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Public Hearing <br /> <br />Mayor Pro tem Zimmerman called the public hearing to order at 7:22 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik explained that the County receives Community <br />Development Block Grant (CDBG) funds from the Department of Housing and Urban <br />Development (HUD). Since 1981, the County has retained about 28% of the funds for County- <br />wide housing rehabilitation and economic development planning. Anoka County has opted to <br />distribute the remaining 72% of these funds to cities and townships based on a formula using <br />population, age of housing, and percentage of poverty. The purpose of the meeting tonight is to <br />accept public input. It was noted that information was received from Northwest Suburban <br />Kinship requesting $500. <br /> <br />Lynn Moran, RISE, introduced Ms. Bobeau who is a Ramsey resident and whose son receives <br />RISE services. Ms. Moran stated her appreciation for last year's grant which was used to <br />purchase vehicles. She advised of the service they provide, noting they serviced over 2,000 in <br />1999 which included 15 Ramsey resi~lents. Ms. Moran stated that they also provide <br />transportation to individuals who can't access public transportation. RISE is requesting a CDBG <br />contribution of $2,000 which will purchase five vehicles and place lifts in two vans. <br /> <br />Ms. Bobeau explained that Travis, her son, functions at a level of four years old, has been served <br />by RISE for four years, and is currently working four hours each day. She stated that she <br />advocates this organization and urged the Council to consider their request for support. <br /> <br />Nicole Maynard, Central Center for Family Resources-Bridgeview, introduced Vicki Clark, a <br />client of Bridgeview. Ms. Maynard stated their organization has been in operation for 15 years, <br />provides the community support mandated by the State Mental Health Act, and is partly funded <br />by Anoka County. She stated they are currently located in a residential area in Spring Lake Park <br />where they serve as a supportive organization and enhance quality of life. She advised that <br />Bridgeview served 300 clients in 1999 with over 3,000 contacts through Bridgeview or outreach <br />programs. Bridgeview is requesting a CDBG contribution of $500 which will be used to enrich <br />their transportation program by expanding the days of service and expand service farther into <br />Anoka County. Ms. Maynard read the letter written by Vicki Clark's family stating their support <br />for the program and how it has helped their family by allowing her to participate in daily <br />activities. <br /> <br />Ms. Clark introduced herself and stated that she is happy to work for RISE and be able to go to <br />Bridgeview. She thanked the Council for their support. <br /> <br />Bob Sullivan, Family Life Mental Health Center, stated they are located in Anoka and have <br />serve northern Anoka County since 1978. He stated that they work with people who have <br />emotional problems, family problems, or need medication.
