Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #00-02- RESOLUTION APPROVING PLANS AND SPECIFICATIONS ADVERTISEMENT FOR BIDS FOR IMPROVEMENT #99-65 (WELL NO. 5) AND WHEREAS, in 1999, a comprehensive Water Study was conducted for Ramsey's water utility and was formally adopted by Ramsey City Council on September 14, 1999; and WHEREAS, the 1999 Water Study called attention to the urgent need for the City to begin construction of the City's 5th municipal well; and WHEREAS, on November 23, 1999, City Council authorized staff to retain the services of E.H. Renner to drill a test well and evaluate the site for Well No. 5; and WHEREAS, plans and specifications for the construction of Well No. 5 have been prepared by E.H. Renner & Sons, Inc. and have been presented to the City Council for approval; and WHEREAS, due to time constraints to keep the project on schedule and properly publish the bid-letting for 21 days pursuant to state law, the City Administrator prepared and inserted an advertisement for bids in the City of Ramsey's official newspaper and in the Construction Bulletin commencing February 18, 2000, specifying the work to be done and stating that bids will be received by the City Administrator until 10:00 a.m., Friday, March 10, 2000. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That such plans and specifications for Well No. 5, to include the drilling, development and testing of a 30"x24" Franconia-Ironton-Galesville sandstone well approximately 345 feet deep, are hereby approved. 2) That the publishing of the advertisement for bids, for 21 days commencing February 18, 2000, is hereby approved. 3) That the bids shall be received by the City Administrator until 10:00 a.m., Friday, March 10, 2000, at which time they will be publicly opened in the Council Chambers of the Ramsey Municipal Center by the City Engineer and the City Clerk (or their representatives), will then be tabulated, and will be considered by the Ramsey City Council at 7:00 p.m. on Tuesday, March 14, 2000, in the Council Chambers. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City of Ramsey for five (5) percent of the amount of such bid.
