Consensus of the Committee was to bill the property owner.

2)

According to the ordinance, no commercial customer would be charged a Residential
Equivalent Factor (REF) less than 1.02. For very large properties, this can result in some
unusually high monthly costs. For example, the Rum River Hills Golf Course contains 100
acres. Their monthly bill would be $1,020 under this formula. An alternative would be to
use the percentage of paved area around only the clubhouse and parking area.

Councilmember Hendriksen inquired if the entire parcel of Rum River Hills Golf Course is
zoned commercial or only the club house area.

City Engineer Jankowski replied that he was not sure.

Councilmember Hendriksen requested that staff research the information, because that might
solve the problem of the high rate being charged.

Councilmember Zimmerman stated that he thinks the formula is creating too high of a fee.

Councilmember Hendriksen stated that the' fee should be negotiated between the City and
property owner, and inquired if the ordinance would allow for such negotiations.

Director of Public Works Kapler stated that he was not aware of any language in the ordinance
that addressed the issue of negotiations.

City Engineer Jankowski replied that the negotiation process has been a general practice in other
cities.

Director of Public Works Kapler stated that the golf course could raise issues with the City
because they put a lot of design into their mn-off.

Councilmember Zimmerman stated that the ordinance was designed to impact the people
creating the most mn-off.

Councilmember Hendriksen inquired if the City will be notifying commercial owners of what the
fee will be.

City.Engineer Jankowski replied that in talking to other cities they did not do a lot of education
before charging the fee.

Consensus of the Committee was to send out the billings and if there are concerns the property
owner can come in and address the issue.

3) Often time parcels contain large wetland areas and for this purpose of calculations, staff has
excluded significant wetlands from the determination of lot area.

Public Works Committee/February 15, 2000

I
I
I
I
!
I
I

I
I
I

I

I
I
I
I
I
I
