That there is approximately 1,100 feet between the nearest residential neighborhood and the proposed outdoor recreational uses. That the nearest point of the Subject Property is approximately 1,000 feet from the Mississippi River but is not included in the Critical River Overlay District. That the proposed amended uses will not be unduly dangerous or detrimental to persons residing or working in the vicinity of the use, or to the public welfare. 1'0. That the proposed amended uses will not substantially adversely impair the use, enjoyment or market value of any surrounding property. 11. That the proposed amended uses will be designed, constructed, operated, and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicinity and will change the essential character of the area. ' 12. That the proposed amended uses will not be hazardous to existing or future neighboring uses. 13. That the proposed amended uses will not be disturbing to existing or future neighboring uses. 14. That the proposed amended uses will be a substantial improvement to the property. 15.
