community inventory, tree protection during alteration and construction, and
frequent site visits and monitoring. 2.) The City of Ramsey should create a tree
preservation ordinance. I would also like to see the "token" tree replacement of
one tree be relevant to the number of trees being lost. This should be included in
the tree ordinance. I would be glad to send you copies of good tree preservation
ordinances that other cities have developed. In addition, I will also send you a
copy of resources that we provided to sixty-five planning and zoning
commissioners, city planners, engineers and council members that attended
Tree Trust's Baxter/Brainerd Environmental Planning & Zoning workshop held
March 4t~, 2000. This information will hopefully help in future development.

My next concern is the trail. It is indicated that there is a 35' easement on the
east side of the development but no link from east to north, where an existing
bituminous trail is now located. The City of Ramsey and Northfork Development
need to create this link, either by additional easement or identification of public
property that the trail would be situated upon. ! am requesting confirmation on
who owns the land where the trail will be created and ! also am requesting that
this trail be included in the Tree Preservation Plan. Connectivity through
greenways will help eliminate forest fragmentation and provide corridors for
recreation and wildlife habitat." These trails and open spaces add to the quality
of life in the City of Ramsey and protect the natural environments that we choose
to live in.

1 am not against new de..velopment, it is going to happen. My concern is that we
grow smart. We have only one chance with new development to get it right,
there are no "do-overs". Please review my. concerns and input. ! thank you for
your attention to these matters. Please provide answers to the questions and
concerns that l have presented.

Sincerely

Janette Monear, Ramsey Resident
8513 164th Lane NW
Ramsey, MN 55303
(612) 441-5968 home phone
(612) 920-9326 work phone
e-mail: .ianett_em~treetmst.com

cc: Dennis Peck, Tom Gamec, Susan Anderson, Terry Hendrickson, Margaret
Connolly, Gerald Zimmerman, Mark Boos, Kunde Company, Bruce Bacon, Dean
Kapler
