CASE INTRODUCE ORDINANCE ESTABLISHING INTERIM USE REGULATIONS By: City Planner, Anita Rasmussen Background: Ramsey City Code presently does not have language to define, support and process the application of interim use permits. Observations: The definition and purpose 0fan interim use is a temporary use of property until a particular date, until the occurrence of a particular event or until zoning regulations no longer permit it. This zoning regulation will permit the governing body to allow an interim use based upon the regulations and conditions set forth by the ordinance. Included for your review: 1) Minutes from the December 20, 1999 Planning Commission Meeting 2) Minutes from the December 21, 1999 City Council Meeting 3) First draft of the Interim Use Permit Ordinance dated 12/1999 4) Revised draft of the Interim Use Ordinance 5) Minutes from the March 6, 2000 Planning Commission Meeting On December 20, 1.999 the Planning commission forwarded an Interim Use Permit Ordinance to the City Council for adoption. The City Council recommended adding a maximum 5-year time limit on Interim Use Permits and requested that it be brought back to the Planning Commission for a public hearing and discussion. The Planning Commission held a public heating on the proposed Interim Use Ordinance at their March 6, 2000 meeting.. There was no public input during the public hearing. Recommendation: City Staff and Planning Commission recommends approval of the Interim Use Ordinance as now drafted. Council Action: Motion to introduce Ordinance #00- to amend Chapter 9 of the Ramsey City Code adding Section 9.03.04A titled "Interim Use Ordinance," amend Section 9.02 adding the definition of"Interim Uses" and eliminating the language in 9.03.04 Subdivision 7 allowing specified time frames to be placed on Conditional Use Permits.
