Councilmember Hendriksen suggested adding under Subdivision 3 that the process be articulated in some detail, and subdivision 4 that failure to comply is reason for termination. Planning Consultant Scalzo replied that he will work with City Attorney Goodrich on the proper wording. Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to introduce the ordinance, amending Chapter 9 of the Ramsey City Code adding Section 9.03.04A titled "Interim Use Permits", and deleting the sentence "in addition, one of the conditions may include a specified time limit for the conditional use." from Section 9.03.04 Subdivision 7. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, and Connolly. Voting No: None. Case//2: Request for Site Plan Review; Case of B & B Carpet Case//3: Request for Authorization'of a Business Subsidy Agreement with Ramsey B&B L.L.C .. Planning Consultant Scalzo stated that B & B Carpet is proposing to locate at 6937 Highway #10, the applicant will be the main tenant for the proposed strip mall. The proposed strip mall and B & B Carpet would replace the current location of the Lighthouse Bar & Grille. The property is in the Business Highway District 033). The proposed business activity would consist of a showroom - retail and warehouse mix. The proposed site plan meets all of the setbacks, parking, and lighting requirements as stated by City Code. The proposed facility is within the 35% maximum structure area of the lot. The complete site area includes 3.7 acres with a proposed building area of 42,000 square feet, or 26% of the site area. The applicant is proposing two accesses off of State Highway #I 0, which reduces the current accesses into the location by one. The City Engineer suggests that the properties to the east and west share the proposed two accesses into and out orb & B Carpet from Highway #t0. This can be accomplished by moving the westerly access approximately 65 feet westward to the property line.. The entrance into B & B Carpet will be facing Highway #10. The loading docks will be located at the rear of the building, which is next to the Northern Burlington Railroad tracks. All maneuvering areas will be surfaced with bituminous and finished with concrete curbing. The applicant is providing 93 parking spaces using the one - stalI/200 square feet for showroom area and one-staI1/100 square feet for warehouse area. B & B Carpet will be equipped with four handicap parking spaces in close proximity to the outlined entrances. The City Engineer has reviewed the proposed utility plan for B & B Carpet and is recommending discussion to occur between the City and Amcon Engineering over utility installation. Issues such as specification, construction inspection, ownership, and notification of the adjacent properties should be further discussed. The proposed site has adequate landscaping and greenspace.
