Norman, City Administrator <br /> <br />Background: <br /> <br />The proposed TIF development agreement to build an 80,000 square foot facility is being <br />proposed by Mateski Properties L.L.C. d/b/a Systematic Refrigeration. The company plans to <br />build an 80,000 square foot facility located in Ramsey Business Park 95 (map attached to case). <br />Total cost for the construction of the facilities, along with the needed equipment, is estimated to <br />be approximately $3,500,000. A description of the project is attached to the case. It is <br />anticipated that the company will create 50 new jobs, within two years following the completion <br />of the project. The newly created jobs are in addition to the 40 people currently employed by <br />Systematic Refrigeration. <br /> <br />The County Assessor's Office is expected to place a value of the proposed facility in excess of <br />$3,000,000. It is anticipated that the projedt will generate an excess of$115,000 in tax increment <br />per year toward the TIF District, which would be reimbursed back to the City to cover the land <br />costs offered to Systematic Refrigeration as their incentive to build on the site. It is anticipated <br />that the project will create a minimum of 50 new jobs in the community with a salary of at least <br />$10 per hour. <br /> <br />The development agreement for the project is a 30-page document. The City has utilized a <br />consistent and standard format except for the dollar amount specific to the project. Any changes <br />in the language are passed through the City Attqrney for his review. Given the above, Staff will <br />distribute the pertinent pages of the agreement for Council review. As Council is aware, other <br />sections deal with indemnity, construction documents prohibitions against assignments and <br />transfer, and the agreements to pay deficiencies.
