OTHER COSTS <br /> <br />In addition to the assessed costs identified in the previous section, each property owner will incur <br />various out-of-pocket costs when a building is connected to the system. The City has a policy of <br />requiring connection of an existing unit to the system within two years of availability. Water <br />Availability Charge (W.A.C.) is collected to defray the depreciation costs of the municipal water <br />system. A Sewer Availability Charge (S.A.C.) is collected by the City to be paid to the Metropolitan <br />Waste Control Commission to defray the reserved capacity designed into sanitary sewer treatment <br />and transmission facilities. A fee is collected to cover the cost of the water meter, remote meter <br />reader, and installation. Each property owner will incur the costs of extending the sewer and water <br />services to their building. Finally, there may be plumbing changes required within the dwelling, <br />particularly if the exit location of the building plumbing is to be redirected. These costs are highly <br />variable depending on the degree of alteration required. <br /> <br />The easements required to allow extension of the sanitary sewer and water improvements will be <br />obtained by B & B Carpet Company and no costs for easements are included in the total project cost. <br /> <br />PROJECT PROCEDURE AND SCHEDULE <br /> <br />This project will be undertaken and financed through the process which allows municipalities to <br />special assess properties for public improvements. This process is governed by Minnesota State <br />Statute 429. In addition, Ramsey City Charter provides that no project which is to be special <br />assessed be ordered until a period of 60 days has elapsed following the close of the public hearing. <br />The City Charter also provides that if a majority of the benefitted property owners, in this case two <br />properties, petition against the project, the Council cannot order the project.
